HOW TO REGISTER A LOCAL NON GOVERNMENTAL ORGANIZATION (NGO) IN UGANDA.
The Non Governmental Organizations in Uganda are regulated by the Non Governmental Organizations Registration Act Cap 113 as amended. The Act governs the registration, management and governance of Non Governmental Organizations.
• Call for a meeting of members to agree on the name of the NGO, objectives of the NGO, how to operate the proposed NGO.
• Proceed to buy reservation of name form from Uganda bookshop or office of registrar general found at UGANDA Registration services Bureau.
• Fill in the proposed name on the reservation form and have it assessed for reservation fee at either DIAMOND TRUST BANK or office of registrar general found at UGANDA Registration services Bureau.
• Pick assessed slips, reservation forms and pay at diamond trust bank or at UGANDA Registration services Bureau.
• Submit both the payment receipt and reservation of name form duly filled for reservation of NGO name at the office of Registrar General found at UGANDA Registration services Bureau.
• The proposed NGO name is reserved for you /registered
• Fill Application Form A which should be duly completed and signed by at least two promoters of the proposed NGO.
• Prepare at least two copies of the constitution based on the consensus of the NGO members in the meeting.
• The members should read through the draft constitution to confirm the content therein and append their signatures against their names
• The promoters of proposed NGO should then prepare work plan of how they intend to carry out their activities for the first year of operation including the budget and source of funds.
• The promoters of the proposed NGO should also prepare Administrative chart showing its leadership.
• The promoters of the proposed NGO should secure two recommendations from two sureties who should recommend the proposed organization separately.
• The promoters of the NGO should secure recommendation letter from Local council committee 1in the intended area of operation from or their headquarters.
• Take the recommendation letter from Local council committee 1 to Local council 2, 3 chairpersons and Resident district commissioner for their respective signatures and stamps on the same recommendation in the intended area of operation from or their headquarters.
• Obtain recommendation from the line ministry which is concerned with your activities you intend to carry out.
• Obtain a recommendation from minister of Justice and Constitution affairs in Uganda
• Pay NGO registration fee.
• Write a letter to the Secretary NGO Board specifying the nature of operation for purposes of printing on your permit.
• Compile all the documents above in one file with the particulars of the proposed NGO on top of the file.
• Proceed to pay registration fee at the bank as advised.
• Submit the complied document in a file together with payment receipts to NGO board at ministry of Internal Affairs.
• The board shall sit and consider your application for registration of NGO.
• If the board is satisfied with your application for registration, it will issue certificate of registration in a prescribed form.

I think this is an excellent guide. However, the recommendations seem quite many. In the event that one doesn’t seek recommendations from the justice ministry and line ministry but has those from LC and the other two, do they suffice? And how strict is the board on source of funds? If in the first year I am planning to use my savings, will they require evidence of this? Thank you
For the recommendations yes they are many but that is our ugandan law which provides for them no short cut one must get all of them however for the source of funding it does not matter provided it is not illegal so your savings are acceptable.thanks

Well Mutasa, You do not need to have met any MINISTER before to secure a recommendation,just proceed to the line ministry with your request for the recommendation or else engage any Lawyer of your choice to help in that process.thanks
