HOW TO CONVERT LEASEHOLD TITLE OUT OF FORMER PUBLIC LAND TO FREEHOLD LAND TITLE IN UGANDA

o LAND ACT 1998 CAP 227 AS AMENEDE
o REGISTRATION OF TITLES ACT CAP 230
• Make photo copies of the leasehold certificate of title, identity card and passport photos of the applicant
• Obtain two copies of land form5/application for conversion of leasehold out of former public land to freehold title.
• Complete the application forms accordingly by filling in the required information on the forms and appending your signature.
• Have land form5/application commissioned by commissioner of oaths.
• On the application form attach photo copies of the leasehold title, identity card and passport photos of the applicant
• Present the application to area land committee for perusal to confirm whether that land belongs to the applicant.
• Area land committee shall call for a meeting through public hearing notice/land form 10 which shall be signed by the chairperson and handed back to you after its indicating its observations on the forms.(some times this stage is not compulsory depending on the circumstances).
• Submit both the application/land form 5 and public hearing notice/land from 10 to secretary district land board who shall go through them and acknowledge receipt of the same at the district office.
• The district land board shall convene a meeting of board members to consider the application for conversion of lease hold to freehold title, the application may be granted or reject it with reasons.
• The secretary district land board shall record the minute number of the meeting on the very application and have it signed by him or herself and the chairperson.
• Where the application for conversion is granted, freehold offer/land form19 shall be prepared and signed by district land board (sometimes depending on the circumstances the freehold offer/landform 19 may not be needed).
• Request for deed/blue prints either at department of survey and mapping Entebbe or drawing office at office of registrar of titles in the area where land is situated
• Submit the complete application/land form 5 and other documents to district land officer of district where land is situated for consideration,
• The district land officer shall go through the documents after which he/she shall prepare and sign forwarding letter requesting for a conversion from Leasehold to Freehold title.
• If the leasehold land was titled after 2nd July 1998 then Surrender Deed/ Agreement of the Lease is required. It is prepared by the Secretary DLB to be executed by the DLB and the registered proprietor.
• Take your fully completed application form for conversion to be assessed by cashier at office of registrar of titles, who shall direct you where to pay and how much to pay,
• Present fully completed set of original completed application Forms 5, 10, &19 in duplicate and photocopy of the same, a set of 3 authentic deed plans, Duplicate Certificate of Title, 3 Passport Photographs, Receipts of Payment and a forwarding letter requesting for a conversion from Leasehold to Freehold title signed by the District Land Officer of the respective District where the land is located.
• The Photocopy is stamped ‘Received ‘returned to the Applicant ,you should be told when to pick Duplicate Certificate of Freehold Title.
• The submitted documents are reviewed by ministry land officer at district land registry, they may be approved or rejected.
• Once approved, the documents are forwarded to registrar of titles for issuance of a Freehold Title.
• Presents identification documents and the Photocopies to collect the Duplicate Certificate of Freehold Title.

approximate cost:government fees about ugx 70,000  depending on the district where land is situated ,incase you engage a lawyer professional fees is  about ugx 5000,000 depending on the value  and  where land is situated.
