HOW TO OBTAIN FREEHOLD LAND TITLE IN UGANDA
1. HOW TO ACQUIRE A FREEHOLD LAND TITLE
o 1995 CONSTITUTION OF THE REPUBLIC OF UGANADA AS AMENDED ARTICLE,237(1),(3)
o LAND ACT 1998 CAP 227 AS AMENEDE SECTIONS 2,3,4,5,6,7 and 8
• A person who wishes to be granted a freehold shall apply by picking application Form 8 from the District Land Office or Area Land Committee, fill it, and attach 4 passport photos.
• Pay the required fees and submit them to the Area Land Committee
• The Area Land Committee receives the Application and issues a notice for a public hearing concerning ownership of that land using Form 10.
• The Area Land Committee visits the land together with the neighbors for purposes of filling and signing the Demarcation Form 23.
• The Area Land Committee complies an inspection report and submits the documents to the District Land Office.
• The District Land officer prepares a technical report based on the Physical Planning Guidelines, in consultation with the established Physical Planning Committee.
• Then the District Land officer forwards all the documents to the District Land Board for approval, after which, the documents are returned to the District Land Officer to prepare the lease offer using Form 18.
• The district land officer prepares the offer.
• The district land officer prepares forwarding letter in favour of the approved application
• The District Land Officer then forwards all the copies of the documents to the registrar of Land registration in district.
• Pick offer and forwarding letter from the district land officer then pay application fee, premium and ground rent where applicable.
• presents the full set of original documents(Fully completed Forms 8, 10, 18 and 23 ,Area Land Committee Report ,District Land Officer’s Technical Report , 3 Passport Photos ,A forwarding letter and , Receipts of payment of Application fees, premium and Ground Rent) and a photocopy of the same to the Department of Land Administration for checking.
• The photocopy is stamped ‘Received’ and returned to the you,you should be told when to check with them.
• Check with the Department of Land Administration to confirm their approval or rejection.
• If the application is approved, go ahead to make payment of fees to bank as advised; If rejected then a letter explaining rejection is written and all documents returned to you for correction and re-submission
• Once approved the documents are forwarded to the Office of Titles for issuance of a Freehold Land Title.
• Make a follow up to pick your title,

Hello Martin, I have just come across this information as I was looking for some information in regards to how one can change from a leaseholder to freehold. Does it matter how small or big the land or plot is. We have a house in ntinda but it’s on leasehold. My question is do you think that it can be converted since our lesser is the public land by government.
If l surrender the lease before the freehold land title is granted to me, what if the they reject my freehold application! cant tha land be offered to someone else even before my lease expires?
if the District landboard rejects my application from lease hold to free hold having got interest in that land what do I do? Remember l surrendered the lease
