A person with reason may change his or her name in Rwanda.
The procedure below is how aperson may change his or her name in Rwanda.
Go with your identity card, two passport photos to NPPA and request for certificate of Criminal Record, THE REQUEST SHOULD CONTAIN ALL YOUR PARTICULARS INCUDING BIO DATA
Upon NPPA receiving your request, they will look through their data base for your criminal status after which they will print for you one.
Make a photo copy of your identity card and have it notorised ,it can be a passport or national identity card.
Prepare application letter for change of your name specifying the reasons for your desire to change, this application letter is commonly called motivation letter/Request in Rwanda.
The application letter/request/motivation letter should be addressed to Attorney General/Minister of Justice and Constitutional affairs of Rwanda.
Submit the application together with all the attachments to Ministry of Local government for consideration.
Your application shall be reviewed and decision taken whether to accept it or not.
You will then be notified accordingly.

Get name change confirmation ,publish the same in Rwanda gazette and news paper
