HOW TO REGISTER A LOCAL NON GOVERNMENTAL ORGANIZATION (NGO) IN RWANDA.
The Non Governmental Organizations in RWANDA are regulated by the Law governing functioning and organization of local Non Governmental Organizations. The law governs the registration, management and governance of Non Governmental Organizations.
- Call for a meeting of members to agree on the name of the NGO, objectives of the NGO, how to operate the proposed NGO.
- Prepare the statutes (equivalent of the constitution in Uganda) based on the consensus of the NGO members in the meeting.
- The members should read through the draft statute /constitution to confirm the content therein and append their signatures against their names
- Prepare the application for temporary certificate
- Notarize Statute of the organization including the following elements: Mission, objectives, organisation’s headquarter, the organs (General assembly, Executive, conflict resolution and audit committees), organs’ hierarchy, responsibilities, procedures to elect leaders and term limits, membership procedures, etc
- Notarize minutes of general assembly meeting which approved the statute, action plan as well as elected the organization’s leaders and their names. List of General assembly participants showing their names, Identity, phone cntacts and their signatures should be attached
- Obtain the following :_
- Recommendation letter issued by the District where organizations activities will be conducted
- Curriculum Vitae of Legal Representative and the vice Legal Representative.
- Criminal records of both Legal Representative and vice Legal Representative.
- Notarized declaration of Legal Representative and vice, indicating that they are ready to assume responsibilities willingly.
- The representatives of proposed NGO should then prepare Action plan indicating activities to be conducted, beneficiaries, geographical scope and areas of intervention, activities’ timeframe, and budget allocated to each activity and source of fund..
- Compile all the documents above in one PDF file with the particulars of the proposed NGO
- Proceed to pay registration fee.
- have the documents in PDF form and submit them through irembo
- The board shall sit and consider your application for registration of NGO.
- If the board is satisfied with your application for registration, it will issue TEMPORARY certificate in a prescribed form.
- Prepare application for legal personality
- Attach a copy of the temporary certificate.
- Pay RWF 100000 NO REFUNDABLE.
- And submit to the board for consideration.
